Several states have complained that insurance companies pay a small portion of their gross premiums (GP) compared to the claims they receive. Farmers’ contributions to GP are very small – states and the Centre spend substantial amounts on premium subsidies. That has implications for government finances. The state government of Bihar decided to run the Bihar Rajya Fasal Sahayata Yojana (BRFSY) from Kharif 2018-19.

For 2016-17, Bihar paid a GP of Rs 1461.1 crore, and farmers received claims of Rs 347.6 crore under PMFBY. A GP of Rs 1,027.3 crore was recorded in 2017-18, while a claim of Rs 401.5 crore was made. Farmers paid a premium subsidy of Rs 177 crore, while the state and the Centre paid Rs 424.7 crore each.

  • The Bihar Rajya Fasal Sahayata Yojana is only intended for the state’s agricultural community.
  • Farmers in this program do not have to pay premiums because it is intended to be an aid rather than an insurance program.
  • In the case of farmers who produce less than 20% of the threshold level, they will earn Rs 7,500 per hectare, up to a maximum of two hectares.
  • If a farmer’s production loss reaches 20%, he will get an incentive of Rs. 10,000 per acre, up to a maximum of two hectares.
  • The program is open to farmers who have obtained loans from cooperative and nationalized banks, and it does not limit borrowers from other institutions.
  • Using a 70 percent indemnity level, the threshold production would be calculated by multiplying the average production of the last seven years. From the upcoming Kharif season itself, the sowing for which will begin soon, this scheme will take effect.
  • The government will implement this program during the Kharif season, from July to October.

How to Apply for Bihar State Crop Assistance Scheme

  • The applicant must first visit the official website of the Bihar State Crop Assistance Scheme.
  • Afterward, you will see a registration option, which you need to click. A new page will appear after clicking the option.
  • Once you open a new page on the computer screen, you will see whether you have an Aadhaar. Select yes if you have an Aadhaar number.
  • The next page will open after clicking the yes option on the Aadhaar card. Your Aadhaar number will be requested on that page.
  • Your Aadhaar number must be entered along with your name. On the registered mobile number on your Aadhaar card, you will receive a password (OTP).
  • After that, the applicant must login with their mobile number and password.
  • Afterward, you will be taken to the dashboard. The applicant will have to register himself there. Then, the documents must be uploaded.

Bihar Rajya Fasal Sahayata Compensation

  • Wheat and maize have been elevated to panchayat status in 38 of the state’s districts. Moreover, district-level notifications have been issued for gram, lentils, tur, rye, mustard, cane, onion, and potato.
  • There will be compensation for 17 districts of the state if there is a loss of gram crop. Thirty-five districts will be compensated if lentil crops are lost.
  • Twenty-two districts will compensate for pigeon pea crop losses, 16 districts will compensate for sugarcane crop losses, all districts will compensate for mustard crop losses, 14 districts will compensate for onion crop losses, and 15 districts will compensate for potato crop losses.
  • Under the Bihar State Crop Assistance Scheme, compensation is paid if the loss is less than 20%. Each farmer is allowed to participate in this program for a maximum of 2 hectares. Compensation is given at the rate of Rs 10,000 per hectare if the loss exceeds 20%.
